UP Pushes for the Use of Filipino as the Teaching Medium

Implement UP's language policy-DFPP faculty

(August 30)—Faculty members of the Departamento ng Filipino at Panitikan ng Pilipinas (DFPP) of the College of Arts and Letters today launched a campaign advocating for the full implementation of the University’s language policy.

The UP Board of Regents approved the use of Filipino as the medium of instruction in the University on May 29, 1989.

However, the language policy is currently threatened by HB 4701, filed by Rep. Alipio Badelles, calling for the use of English as the medium of instruction in the country’s educational system, notes the DFPP position paper.

According to the DFPP, this measure violates Article XIV of the 1987 Constitution which states: “Dapat magsagawa ng hakbangin ang pamahalaan upang ibunsod at puspusang itaguyod ang paggamit ng Filipino bilang midyum ng opisyal na komunikasyon at bilang wika ng pagtuturo sa sistemang pang-edukasyon.”

According to Filipino professor Jovy Peregrino, DFPP will convene a congress in September to address the issue.

MANINDIGAN PARA SA FILIPINO BILANG WIKANG PANTURO

Mahalaga ang naging papel ng Unibersidad ng Pilipinas (UP) sa pagpapatibay ng Konstitusyon sa wikang Filipino bilang wikang pambansa at wikang panturo.

Bilang pagsasabuhay sa isinasaad ng Konstitusyon, pinagtibay ng Lupon ng mga Rehente ang UP PATAKARANG PANGWIKA simula noong Mayo 29, 1989.

Sa pamamagitan ng patakaran sa wika ng UP :

1. Pinayabong ang akademikong disiplina ng Departamento ng Filipino at Panitikan ng Pilipinas mula antas di-gradwado hanggang gradwado;
2. Pinasigla ang intelektuwalisasyon sa Filipino sa pamamagitan ng mga saliksik at publikasyon;
3. Itinatag ang Sentro ng Wikang Filipino (SWF) na nagtataguyod ng pananaliksik sa wika, pagsasalin at paglalathala ng orihinal na materyales sa iba’t ibang disiplina na nakasulat sa wikang Filipino;
4. Nagdaos ng mga seminar, kumperensiya at fora na nagtatasa sa antas ng paggamit ng wikang Filipino; at
5. Nanguna ang Unibersidad sa mga kilusan sa wika gaya ng Pambansang Samahan sa Wika (PSW), Kaguro sa Filipino, LEDCO, at SANGFIL.

Nawawalan ng halaga ang mga inisyatiba at tagumpay ng UP sa paggamit ng Filipino dahil sa salungat na patakaran ng Administrasyong Arroyo. Napipigil ang pagsulong ng wikang Filipino bilang panturo dahil sa Executive Order 210, pahayag ni Kalihim Jeslie Lapus ng Dep. Ed., HB 4701, at mga panukala ng ibang ahensiyang panggobyerno.

Tahasang lumalabag ang mga ito sa itinatakda ng Konstitusyong 1987, Artikulo XIV, Seksiyon 6 :”Dapat magsagawa ng hakbangin ang pamahalaan upang ibunsod at puspusang itaguyod ang paggamit ng Filipino bilang midyum ng opisyal na komunikasyon at bilang wika ng pagtuturo sa sistemang pang-edukasyon.”

Hinihingi ng pangyayaring ito na muli tayong manindigan at manguna sa pagtataguyod ng Filipino bilang wikang panturo sa pamamagitan ng :

1. Aktibong paglahok sa pagpapairal ng Patakarang Pangwika ng Sistemang UP;
2. Agarang pagpupulong ng Konseho ng Wikang Filipino na binubuo ng mga direktor ng SWF at mga tagapangulo ng mga departamento ng Filipino sa Sistemang UP upang bumuo ng programa ng pagkilos;
3. Paninindigan ng University Council ng iba’t ibang kampus sa Sistemang UP hinggil sa usapin ng wikang Panturo; at
4. Pagtipon ng lakas sa loob at labas ng UP upang ganyakin ang mga humahawak ng kapangyarihan na magtataguyod sa wikang Filipino.

Finally, I won't be idle after this semester ends! And I got the reason not to be idle on a Friday the 13th. How lucky. Starting this coming Monday, I will be going to Teleperformance Philippines to become a Technical Support Representative at the Verizon account, which is a DSL company. Training starts on Tuesday and I am very much excited about it because we will be training on a day shift, which is from 6 a.m. up to 2 p.m. I hope that after the training that schedule will not change!

EDSA Buses + MMDA = sak

Sumakay ako ng bus sa EDSA mula Philcoa hanggang Robinson's Galleria at ang pinakanakaabanas na karanasan ay ang manatili sa Cubao (sa tapat ng Araneta Colliseum) nang tatlumpung minuto. Hindi ko na sinisi ang mga bus dahil sa MMDA na ang may dahilan ng ganoong pananatili ng isang bus sa isang pwesto upang makakuha lamang ng pasahero. Biruin mo nga naman, nasaksihan ko ang pag-abot ng isang konduktor ng bus sa isang MMDA Traffic Enforcer ng salapi upang makapagbabad iyong bus niya sa Cubao nang pagkatagal-tagal.

Saan pa nga ba makikita ang ganyang eksena? Wala nang iba kundi sa Pilipinas lamang!

Folkways 2006!

Folkways 2006 was fun and very much entertaining. Plus, I got to meet a lot of alumni brods, some of them are well-known and are huge contributors to the fraternity. Some of them were Johnny Chiuten (the martial arts legend!) and Willie Nepumuceno (or was it Erap? Dolphy?)

Held at Ang Bahay ng Alumni, musician brods gave their all in entertaining all those who were present. We were treated to music from various decades in history dating back to the sixties up to the present! Unfortunately, the event was scheduled only up to 12 in the midnight (brods still have to work/go to school!). Overall, the event was a success! We resident brods even got a huge amount of financial help from the alumni last night. Long live Beta Sigma!

Sweep and Drought

The 2006 NBA Finals ended today as the Miami Heat swept games three to six. Dwyane Wade was the no-brainer Finals MVP as he led the team in scoring as Shaquille O'Neal had another uncharacteristic one-digit scoring game.

Now comes the drought. There won't be any NBA game again until November! Oh boy that would suck but that will give Phoenix Suns' Amare Stoudemire time to fully recover for the next season. There isn't much time for the Suns as Nash isn't getting any younger and I feel that the next season is his last chance to at least lead his team competitively to an NBA championship.

The Mavs lost! Hey, I must not become too affected, the Mavs is not the team I support anyway. Go Suns! Go Nash! Even though they might be vacationing somewhere else today. Series heads back to Dallas on Tuesday (Wednesday here in Manila) where the Heat have two chances of closing out their opponent.

D-Wade is becoming more and more Jordanesque every game.

Finally, I got enroled today! My dream of passing and completing all my subjects this semester has officially started! 21 units. Thesis. Who cares? I must do what I must.

Yesterday a large chunk of window glass missed my only by some inches. It fell from the third floor of the building behind our tambayan. It hit my finger but failed to leave a mark.

Today, while I was in a bus going home, a kid ran into the bus and two teenagers (both males) followed. After going for some meters, the bus slowed down to let the kid and teenagers down. The kid, instead of going down right away, called for help and a middle aged may approached and started hitting the two boys. The people inside the bus tried to stop and make the troublemakers go out of the bus but failed. I stayed put because of fear that they may have brought weapons with them. After a brief rumble, the man left the bus and when the conductor talked with the boys, it turned out that it was them who were victims of the little boy who happened to be a snatcher. Fortunately, the boys were peacefully turned over to an MMDA officer in front of the SandiganBayan.

Trouble seems to be lurking around me nowadays..

Geography 155 and Game 4

Finally I completed the cast that would torment me for the next four months. I hope the last addition would ease the upcoming tasks. Thank you Professor Meliton Juanico for accepting me in your Geography 155 class, even though I was the 49th student enlisted! Langya ka sir joke time ang klase ang saya! Tapos 80-100 pa ang uno, pampagana mag-aral hehe.

Dallas lost! Again! This time the Heat won convincingly, summoning its supporting cast to neutralize the Mavs' bench. Dwyane Wade is becoming the Heir Apparent every game. What a follow-up performance by D-Wade, notching 36 points after Game 3's 42. Plus, the bench was a factor in their 24-point victory.

I think Dirk Nowitzki is haunted by his missed freethrows in Game 4. Two field goals. What on earth! I expect Dirk to bounce back at least in Game 6 at home. Or, if he already has developed a strong mind, he can bounce off as early as in Game 5.

Game 5 is on Monday in US, Tuesday here in Manila. This will be the go-ahead game in the series so expect it to be the most intense game in the series yet!

Shaq avoids sweep

I support the Dallas Mavericks in the NBA Finals but I felt sorry for Miami Heat's Shaquille O'Neal after their Game 2 defeat in Dallas. Another Shaq's team being swept was in the making. He even had the worst performance of his playoff career, being limited to a playoff career-low five points by the stinging defense of the Mavericks.

Luckily for Shaq, his partner, Dwyane Wade was Jordanesque in Game 3, producing 42 points despite having flu-like symptoms which have been bugging him since Game 1.

Now that Shaq avoided the sweep, I fully support the Mavs now! They must take either Game 4 or 5 and then win the series at home in a dramatic fashion.

Twenty-one units. Thesis included. Who cares? Graduate on time, I must. Kailangan pa mag-enrol bukas! Sana tanggapin ako ni Prof. Juanico sa Geog 155. Pero sana muna walang pre-req yun.

Four months to go! I must sacrifice things that I must in order to finally graduate. I could sense the sleepless nights as early as today, being in the first week of classes..
